For me, given the way this film and Batman Beginshave handled the story, it's too much of a leap to assume Gordon and the police that arrived at the scene covered up Dent's survival. There would have to be some indication of that in the film, instead of everything indicating that he died.
As for the height of the fall, it looked higher than the mobster's fall, and Dent was already in pretty bad shape. Between that and how Batman and Gordon treated the body like a corpse instead of an unconscious potential threat I'm sticking with my assumption of his death.
